Publication 52 Revision: Elimination of the Requirement for a Written Permit to Export Tobacco Seeds and Tobacco Plants

Effective December 4, 2008, the Postal Service™ is revising Publication 52, Hazardous, Restricted, and Per­ishable Mail, section 643.3, to eliminate the regulation that requires a written permit issued by the U.S. Department of Agriculture to export tobacco seeds and live tobacco plants.

The legislative authority concerning exports of tobacco seeds and live tobacco plants outlined in section 643.3 of Publication 52 was repealed by Public Law (P.L.) 102-237, and the requirement under the Tobacco Seeds and Plant Exportation Act, P.L. 76-543, no longer exists.

This revision eliminates the requirement for a written permit to export tobacco seeds and live tobacco plants. Accordingly, sections 643.3, 643.4, 643.5, and 643.6 will be deleted in their entirety.
