On February 3, 2010, in Washington, DC, the Postal Service™ will re-issue the nondenominated First-Class Mail® definitive, Forever Stamp™ (Liberty Bell) in one design in a pressure-sensitive adhesive (PSA) automated teller machine (ATM) sheetlet of 18 stamps (Item 573300).
This issuance varies from the previous printing of the same item number in that the print method and printer have changed. Because the stamps are used to re-supply ATM and Post Office™ Automated Postal Center® (APC®) machines only in those locations as the need arises, this re-issue will be available initially only in the first day city of Washington, DC, and by mail order through Stamp Fulfillment Services in Kansas City, Missouri. The ATM Forever Stamp (Liberty Bell) sheetlet of 18 was previously issued in 2008 as Item 569900 and in February 2009 as the current Item 573300.
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office, at the Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by April 3, 2010.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
Distribution: Item 573300 Nondenominated ($7.92 Value) Forever Stamp (Liberty Bell), PSA ATM Sheetlet of 18
Stamp distribution offices (SDOs) will not receive automatic distributions of the re-issued Forever (Liberty Bell), ATM sheetlets of 18. Distributions will be sent only to Stamp Fulfillment Services, the Dulles Stamp Distribution Center (SDC), the Kansas City SDC, and the San Francisco Accountable Paper Depository (APD). Distributions are rounded up to the nearest master carton size (12,000 sheetlets).
SDOs will not make a subsequent automatic distribution to Post Offices. Only Post Offices equipped with APCs or Post Offices serving authorized ATM customers may order Item 573300 from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute sheetlets to Post Offices before February 3, 2010. SDOs should continue to issue their current inventory of the Forever (Liberty Bell) ATM sheetlet before ordering the re-issued stamp.
