Effective May 3, 2010, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 507.2.1.5 and 703.3.2 to authorize Internet change-of-address (ICOA) orders for Department of State personnel when individuals move to, from, or between overseas destinations. Previously, the filing of all types of Department of State change-of-address orders was prohibited.

a. Individuals may not file a change-of-address order for mail originally addressed to Department of State ZIP Code 20521. Additionally, individuals may not file a change-of-address order to have mail forwarded to Department of State ZIP Code 20521.
b. Individuals may file a change-of-address order for mail addressed to or from Department of State ZIP Code 20189 only under the following conditions:
