IMM Revision: U.S. Customs and Border Protection Form

Effective September 7, 2010, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to refer to U.S. Customs and Border Protection (CBP) Form 3419ALT, Mail Entry, which replaces Customs Form (CF) 3419, Mail Entry Cus­toms. This revision affects sections throughout subchapter 710 and also sections 764.24, 772.2, and 772.32.

Currently, CBP officers affix CBP Form 3419ALT to an inbound package to indicate that the package requires payment of duty. CBP then returns the package to the Postal Service for processing and delivery.

In addition, as requested by CBP, we will revise the appropriate IMM sections to reflect that the adhesive-backed Treasury Department envelope containing CBP Form 3419ALT is orange.

We will incorporate these revisions into the next printed ver­sion of the IMM and into the monthly update of the online IMM, which is available via Postal Explorer® at http://pe.usps.com.
