ELM Revision: Employee Relations — Ideas Program

Effective January 27, 2011, Employee and Labor Rela­tions Manual (ELM) subchapter 630, Ideas Program, is revised to update Postal Service™ procedures. Some revi­sions are not significant: these include changes in section titles, job titles, and organization names as well as improve­ments in grammar or style. Significant changes include the following:

n Add new 633, Responsibilities, to define the roles and responsibilities of managers, executives, offic­ers, and program coordinators.

n Clarify in 634 the criteria for employee ideas that are eligible for consideration and those that are not.

n Describe the process for requesting reevaluation of an idea not adopted in 634.4.

n Define in 635.2 the use of nonmonetary awards for ideas not adopted or for those adopted that have minimal impact and the valuation of a nominal gift.

n Expand Exhibit 637.1 to provide step-by-step process­ing instructions for idea submitters and evaluators.

Because subchapter 630 is completely revised, this arti­cle provides a summary of the revisions.
