On March 16, 2011, in Austin, Texas, the Postal Service™ will issue a Latin Music Legends commemorative stamp (Forever® priced at 44 cents), in five designs in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 467100). The stamp, designed by Ethel Kessler, Bethesda, Maryland, will go on sale nationwide March 16, 2011.
With this 2011 stamp issurance, the U.S. Postal Service® honors five musicians and performers of the Latin sound whose contributions have had a lasting impact on American music — Tito Puente, Carmen Miranda, Selena, Carlos Gardel, and Celia Cruz. Among the distinctive musical genres and styles represented are latin jazz, samba, tejano, tango, and salsa.
For these stamps, artist Rafael Lopez, San Diego, California, painted semi-realistic portraits of each musical artist designed to evoke their personality, their vitality, and even their sound. He used a warm palette of colors — from brilliant yellows, pinks, and lime green to rich shades of purple and blue — to suggest the flavor and energy these artists brought to their work. Each musician is depicted in mid-performance. Art Director Ethel Kessler says, “My goal was that when you see the stamp, you hear the music.”
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™ facility, at The Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by May 16, 2011.
Only the following pictorial postmark is permitted for the Latin Music Legends stamp. The word “Station” or the abbreviation “STA” is required somewhere in the design, because it will be a temporary station.
To finalize the Latin Music Legends stamp pictorial postmark art, insert the date, city, state, and ZIP Code™ of the physical location of your event adjacent to the stamp image. Overall dimensions of the pictorial postmark must not exceed 4 inches horizontally by 2 inches vertically. Collectors prefer the dimensions 3 1/2 inches by 1 inch.
The Postal Service must make all special postmarks known to collectors through advance publicity in the Postal Bulletin. Therefore, all special dedication cancellations must be reported to Stamp Services 2 weeks before the events using PS Form 413, Pictorial Postmark Announcement/Report. Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
Stamp distribution offices (SDOs) and stamp distribution centers (SDCs) will receive approximately 25 percent of their standard automatic distribution quantity for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size of 40,000 stamps.
SDOs/SDCs will make a subsequent automatic distribution to Post Offices of 25 percent of their standard automatic distribution quantity using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute this commemorative sheet to Post Offices before March 2, 2011.
Post Offices requiring additional quantities of Item 467100 must requisition them from their designated SDO/SDC using PS Form 17. SDOs requiring additional commemorative sheets must order them from the appropriate SDC or SDO using PS Form 17. For fulfilling supplemental orders from Post Offices, all of the SDOs and SDCs will receive additional commemorative sheets.
All Post Offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.
