On April 7, 2011, in New York, New York (Mega Stamp Show), the Postal Service™ will issue a 29-cent, Common Terns stamped card in one design. The card, designed by Terrence W. McCaffrey, USPS®, goes on sale nationwide April 7, 2011.
The common tern, sometimes known as the sea swallow, is a migratory seabird. Artist Chuck Ripper, Huntington, West Virginia, painted the pair of mature birds in the stamp art in gouache on illustration board.
The Common Terns stamped card will be available in the following formats:
n Single-cut cards (Item 223600).
n Double-reply cards (Item 223700).
n Sheet of 40 cards (Item 224000).
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase the new stamped cards at their local Post Office™ facility, at the Postal Store® website at www.usps.com/shop, or by calling 800-STAMP 24. They should address the cards (to themselves or others), and place them in an envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the cards through the mail. There is no charge for the postmark. All orders must be postmarked by June 7, 2011.

There are two philatelic products available for this stamp issue:
n 223661*, First Day Cover $0.42.
n 223761*, First Day Cover Reply Card, $0.74.
Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
Stamp distribution offices (SDOs) and stamp distribution centers (SDCs) will receive initial distributions of the Common Terns stamped cards in both the single format, Item 223600, and the double reply format, Item 223700. The sheet card, Item 224000, will be sent initially only to select SDCs. Distributions are rounded up to the nearest master carton sizes: 5,000 for the single cards, 2,000 for the double cards, and 250 for the sheet cards (the carton totals 10,000 cards in 250 sheets of 40 cards).
SDOs/SDCs will not make a subsequent automatic distribution to Post Offices for these items. Post Offices requiring quantities of Item 223600, 223700, or 224000 must requisition them from their designated SDO/SDC using PS Form 17, Stamp Requisition/Stamp Return. SDOs/SDCs must not distribute these stamped cards to Post Offices before March 24, 2011.
SDOs/SDCs requiring additional stamped cards may place normal requisitions with the supplier according to their assigned cycles beginning the second week of April 2011.
At this time, all formats of the Koi stamped cards (28-cent cards) will continue to remain on sale. Post Offices are encouraged to continue to sell their current inventories of the Koi stamped cards to customers with the necessary additional postage required as of April 17, 2011.
