IMM Revision: Mail Preparation to Canada for International Priority Airmail and International Surface Air Lift Mail Services

The article “IMM Revision: Mail Preparation to Canada for International Priority Airmail and International Surface Air Lift Mail Services” in Postal Bulletin 22303 (1-27-11, pages 9–12) noted several revisions to Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) section 292.47, as well as the addition of section 293.47. However, we are making the following revisions to the text published in that article:

n We are revising section 292.47 to add to item “a” an additional sentence to stipulate that the mailer must complete PS Tag 115, International Priority Airmail, write “Canada” on the reverse, and tape the tag to the tray sleeve for IPA mailings. This requirement was inadvertently left out of the standards published in the article in Postal Bulletin 22303.

n We are revising section 293.47 to reflect that a mailer preparing an International Surface Air Lift (ISAL) mail­ing to Canada may not prepare letter trays for letter-size pieces and flat trays for flat-size pieces. Instead, the mailer must prepare an ISAL mailing only in sacks, which are the only authorized container for all destination countries (including Canada). This stan­dard is consistent with IMM 293.461, which stipu­lates that all types of mail, including letter-size bundles, flat-size bundles, and loose items, can be commingled in the same sack for ISAL mailing.

These revisions will be effective March 7, 2011.

a. Letter-Size and Flat-Size Mail. Prepare letter-size items in letter trays, either 1-foot or 2-foot, depend­ing on volume. Prepare flat-size items in flat trays. Face all letter-size items and flat-size items in the same direction. Ensure that all trays are full enough to keep the mail from mixing during transportation. Cover (i.e., “sleeve”) all letter-size and flat-size trays, and secure them with strapping. Do not prepare the content of trays in bundles. In addition, the mailer must complete PS Tag 115, International Priority Air­mail, write “Canada” on the reverse, and tape the tag to the tray sleeve.
