Notice for Postal Employees Under Age 26 Who Have a Postal or Federal Parent

Affordable Care Act (ACA) and the
Federal Employees Health Benefits (FEHB) Program

Attention Postal Service Employees Under Age 26:

Do you have a parent who is a Postal Service™ or federal employee or retiree?

Is your parent enrolled in the Federal Employees Health Benefits (FEHB) Program with a Self and Family enrollment?

If so, please read the information below carefully and take any necessary action.

n Children under age 26, even if married, who are also Postal Service or federal employees are covered under their parent’s FEHB Self and Family enrollment unless they fall under one of the exceptions below:

1. The child under age 26 has his/her own family (spouse and/or children) whom he/she chooses to cover under his/her own FEHB Self and Family enrollment; or

2. The child lives outside the coverage area of his/her parent’s health maintenance organization (HMO).

n If one of the above exceptions applies to you and you choose to keep your own FEHB enroll­ment, you and your parent must each notify your respective insurance carriers of the names of the eligible family members to be covered under each enrollment. No one may file claims or receive benefits under both enrollments.

n If you do not meet one of the exceptions above and your parent is a Postal Service or federal employee or retiree with an FEHB Self and Family enrollment, you must contact the Human Resources Shared Service Center (HRSSC) to cancel your own FEHB enrollment. When you reach age 26 your coverage under your parent’s FEHB enrollment will terminate. You will need to contact the HRSSC to notify them of this Qualifying Life Event within 60 days of your 26th birthday and you will then be allowed to re-enroll in the FEHB Program.
