DMM Revision: Media Mail and Library Mail — Consolidation

Effective August 1, 2011, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 170, 370, and 470 to combine the requirements for Media Mail® with the requirements for Library Mail. In doing so, we eliminated 180, 380, and 480.

The mailing requirements for Media Mail are similar to the requirements for Library Mail as it pertains to price application, computing postage, postage payment, preparation methods, and deposit. Deleting the Library Mail requirements from the DMM and combining those with Media Mail requirements reduces redundant language and eliminates almost 60 pages of text.

Where appropriate, we added the words “Library Mail” to show that the requirements for Media Mail are identical to the requirements for Library Mail. If the two classes of mail had different requirements, such as content eligibility, we kept the requirements separate.

We will incorporate these revisions into the next monthly update of the online DMM available via Postal Explorer® at http://pe.usps.com.
