Stamp Announcement 11-41: Save Vanishing Species

On September 20, 2011, in Washington, DC, the Postal Service™ will issue a Save Vanishing Species semipostal stamp (priced at 55 cents), in one design in a pressure-sen­sitive adhesive (PSA) pane of 20 stamps (Item 576600).

With the issuance of the Save Vanishing Species semi­postal stamp, The U.S. Postal Service® is proud to support conservation funds that are helping to create hope for the future. Under the Multinational Species Conservation Funds Semipostal Stamp Act of 2010, the Postal Service will transfer the net proceeds from the sale of this stamp to the U.S. Fish and Wildlife Service to support the Multina­tional Species Conservation Funds. As of 2011, these funds include the African Elephant Conservation Fund, the Asian Elephant Conservation Fund, the Great Ape Conser­vation Fund, the Rhinoceros and Tiger Conservation Fund, and the Marine Turtle Conservation Fund. Silhouettes of animals representing each fund appear on the bottom of the stamp pane. The stamp features an illustration of an Amur tiger cub. Artist Nancy Stahl based the animal silhou­ettes and the stamp art on photographs of wildlife. Derry Noyes served as the art director.

The stamp will go on sale nationwide September 20, 2011.

Distribution: Item 576600, Save Vanishing Species Semipostal (priced at 55 cents), PSA Pane of 20 Stamps

Stamp distribution offices (SDOs) and stamp distribu­tion centers (SDCs) will receive approximately 100 percent of their standard automatic distribution quantity for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size of 40,000 stamps.

Initial Supply to Post Offices

SDOs/SDCs will make subsequent automatic distribu­tion to Post Offices of a quantity to cover approximately 45 days of sales. Distribution quantities for the automatic dis­tribution will be posted, by finance number and unit ID, on the Asset Management SDC webpage at http://blue.usps.gov/purchase/assetmgnt/am_sdchome.htm. SDOs/SDCs must not distribute this commemorative sheet to Post Offices before September 6, 2011.

Additional Supply

Post Offices requiring additional quantities of Item 576600 must requisition them from their designated SDO/SDC after the first day of issue using PS Form 17, Stamp Requisition/Stamp Return. SDOs requiring additional com­memorative sheets must order them from the appropriate SDC using PS Form 17.

Sales Policy

As has been the case with current and previous semi­postal stamp issues, all Post Offices should maintain a suf­ficient inventory level of this item until the stamp is officially withdrawn from sale. The stamp is well supported by a vari­ety of organizations and individuals who expect that the stamp will be available at all Post Offices. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

How to Order the First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™ facility, at The Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by November 21, 2011.

Special Dedication Postmarks

Only the following pictorial postmarks are permitted for the Save Vanishing Species stamp. The word “Station” or the abbreviation “STA” is required somewhere in the design, because it will be a temporary station.

Guidelines for Finalizing Save Vanishing Species Stamp Pictorial Postmark Art

To finalize the Save Vanishing Species stamp pictorial postmark art, insert the date, city, state, and ZIP Code™ of the physical location of your event adjacent to the stamp image. Overall dimensions of the pictorial postmark must not exceed 4 inches horizontally by 2 inches vertically. Col­lectors prefer the dimensions 3 1/2 inches by 1 inch.

The Postal Service must make all special postmarks known to collectors through advance publicity in the Postal Bulletin. Therefore, all special dedication cancellations must be reported to Stamp Services 4 weeks before the events using PS Form 413, Pictorial Postmark Announce­ment/Report.
