Management Instruction (MI) FM-310-2012-3, Transfer of Management Official at Post Offices, Stations, and Branches, is now available on PolicyNet and is effective immediately. This MI replaces MI FM-310-2007-1, which is obsolete.
This MI establishes the policy and procedures for transferring a Post Office™, station, or branch whenever a change of management occurs. Highlights of this MI include the following:
n When a postmaster, officer-in-charge, station manager, or acting station manager directly responsible for the financial accountability of a unit is reassigned, the financial accountability must be transferred from the outgoing to the incoming official.
n A postmaster who manages the operations of multiple Post Offices, stations, and branches through subordinate supervisors must complete a certificate of transfer that acknowledges the performance of subordinate offices.

n Go to http://blue.usps.gov/wps/portal/accounting.
n In the right column, under Quick Links, Forms, click Transfer or Accountability Forms. A menu will appear with all the forms needed for transferring accountabilty.
n Click each form to complete the process.
