IMM Revision: Authorized Mail Class for Items Requiring an Export License

Effective January 27, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) item 123.61c to clarify that the requirement for an export license might require the mailer to send the mailpiece via Express Mail International® service or Priority Mail International® service (but not with Priority Mail International Flat Rate Envelopes or Small Flat Rate Priced Boxes).

There are no substantive changes to this revision — as indicated in 123.61c, an export license must always bear PS Form 2976-A, Customs Declaration and Dispatch Note CP 72, and the only authorized mail classes that may be used with this form are Express Mail International items or Priority Mail International items (excluding the Priority Mail International Flat Rate Envelopes or Small Flat Rate Priced Boxes).

c. Regardless of any listing in Exhibit 123.61, items containing articles that require an export license (see 532) must always bear PS Form 2976-A. In certain circumstances, this might require the mailer to send the mailpiece via Express Mail International service or Priority Mail International service (but not with Priority Mail International Flat Rate Envelopes or Small Flat Rate Priced Boxes).
