In early May, 2013, participating Post Office™ locations will receive shipments of six new philatelic products to merchandise and sell during the Spring/Summer FY ’13 drive period along with four other philatelic products already on display. Upon receipt, all offices must assign the new products as part of their Retail Floor Stock in POS ONE, so that the Inventory Replenishment System can detect and monitor products as they are sold. Failure to do so signals a zero balance in Retail Floor Stock and triggers unwanted product replenishment. The Standard Operating Procedures for philatelic product acceptance are posted on the Customer Services Operations and Retail website on Blue at

Upon receipt, the following philatelic products should be displayed on the designated Featured Items slatwall section in participating postal lobbies during the Spring/Summer FY ’13 drive period (May through September) with the exception of The Civil War: 1863 products. These products can’t be displayed until May 23, 2013, the first-day-of-issue date of the corresponding stamp.
Offices that do not receive automatic shipments of the 2012 Stamp Yearbook and The Postal Service Guide to U.S Stamps, 39th Edition can order them from the appropriate Stamp Distribution Center (SDC). The display copies of both books should remain on display throughout FY ’13 along with the current USA Philatelic catalog.

Note: Philatelic products removed from display may still be sold at retail until they are officially withdrawn from sale as announced in periodic Postal Bulletin articles. Once withdrawn, these products may be returned to the appropriate SDC for destruction according to local policies and cycles.
