IMM Revision: Renaming of Express Mail International to Priority Mail Express International

Effective July 28, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to rename “Express Mail International®” to “Priority Mail Express International™,” to rename domestic “Express Mail®” to “Priority Mail Express™,” and to rename “Express Mail Corporate Account (EMCA)” to “USPS Corporate Account (USPSCA).”

This renaming is consistent with the notice the Postal Service filed on April 24, 2013, with the Postal Regulatory Commission (PRC) (Docket Number MC2013-45) titled “Notice of the United States Postal Service of Minor Classification Change” regarding the renaming of all Express Mail and Express Mail International items. This request was subsequently approved by the PRC in ORDER NO. 1713 on May 13, 2013.

The Postal Service is making changes to the expedited product line to enhance value and to simplify the product names. We are renaming the current expedited product offering (Express Mail service) to build on the brand awareness of Priority Mail service and to improve competitiveness and market share. We are redesigning USPS-produced packaging with the new product name — however, customers may use existing stock until depleted.

The same mailing requirements that applied to Express Mail International service will apply to Priority Mail Express International service.

In the IMM, there will be few substantive changes caused by the renaming to “Priority Mail Express International,” and we will publish such substantive changes in the Postal Bulletin (including in this issue). For the most part, the text will remain the same except for the appropriate revisions reflecting the new service names of “Priority Mail Express International” (including for the title of subchapter 220), “Priority Mail Express” (when referencing the domestic service), and “USPS Corporate Account (USPSCA).” These appropriate revisions will appear in more than a thousand places throughout the IMM.

In addition, in IMM Exhibit 152.64, we will provide two examples of indicia for Priority Mail Express International service. Note that the current indicia indicating “Express Mail International” is authorized through January 26, 2014 however, permit imprint mailers are encouraged to update their indicia information to “Priority Mail Express International“, effective July 28, 2013, or as soon thereafter as possible before the deadline of January 26, 2014.
