IMM Revision: Revised PS Form 2976, PS Form 2976-A, and PS Form 2976-E

Effective July 28, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) part 123 to reflect revisions to the following forms:

a. PS Form 2976, Customs Declaration CN 22 Sender’s Declaration.

b. PS Form 2976-A, Customs Declaration and Dispatch Note CP 72.

c. PS Form 2976-E, Customs Declaration Envelope CP 91.

The revised edition date for each form is July 2013.

PS Form 2976 Summary of Changes

The July 2013 edition of PS Form 2976 has the following revisions:

n On the Sender’s Instructions page, in the list of services in the first paragraph, the addition of “First-Class Package International Service™.”

n On the Sender’s Instructions page, in the list of services in the first paragraph, the product name change from “Express Mail International®” to “Priority Mail Express International™.”

n On the Reverse of the Sender’s Instructions page, in the bullet regarding NOEEI § 30.37(h), the revision of text from “as of September 2012” to “as of July 2013.”

PS Form 2976-A Summary of Changes

The July 2013 edition of PS Form 2976-A has the following revision:

n On the Reverse of the Sender’s Copy, in the second paragraph from the bottom, the product name change from “Express Mail International®” to “Priority Mail Express International™.”

PS Form 2976-E Summary of Changes

The July 2013 edition of PS Form 2976-E has the following revision:

n In the first paragraph on the front of the plastic envelope, the product name change from “Express Mail International®” to “Priority Mail Express International™.”

Availability of Forms

We will publish a separate article in a later issue of the Postal Bulletin to announce when the revised forms are available for ordering from the Material Distribution Center (MDC). All the forms are scheduled to be available online starting on July 28, 2013.

Use of Old and Revised Customs Forms

All three forms have a revised edition date of July 2013. We encourage mailers to begin using the revised forms immediately upon receipt. We ask that Postmasters tell customers about the revised forms and encourage them to start using the revised forms as soon as possible. However, for PS Forms 2976 and 2976-A, customers may continue to use earlier editions (September 2012 and editions from 2009) until further notice. For PS Form 2976-E, customers may continue to use all earlier editions (October 2012, March 2008, and earlier).

When shipments require an ITN, AES Downtime Citation, or AES Exemption, it is the customer’s responsibility to legibly write the ITN, AES Downtime Citation, or AES Exemption on the applicable customs declaration form as follows:

533.3 Processing at Post Office Facilities

For items requiring an export license, Postal Service personnel at Post Office facilities must verify that the customs declaration is complete (see 123), including a license number in block 17 and an ITN or AES Downtime Citation (see 520) in block 11 on the May 2009 and January 2009 editions of PS Form 2976-A, or block 16 and an ITN or AES Downtime Citation (see 520) in block 10 on the July 2013 and September 2012 editions of PS Form 2976-A.
