Management Instruction EL-710-2013-1, Requesting and Approving Funds for Training

Effective July 11, 2013, Management Instruction (MI) EL-710-2013-1, Requesting and Approving Funds for Training, is available on PolicyNet.

This MI establishes policies and procedures for:

1. Requesting and approving funds for training.

2. Certifying the availability of funds.

3. Committing funds for training.

This MI also documents the use of the eBuy2 process and elimination of PS Form 1782, Training Request and Authorization. The procedures set forth in this MI apply to all Postal Service™ employees who request training, and managers and supervisors responsible for authorizing and funding training.
