ASM Revision: Updated Capital Property Cost Threshold

Effective October 1, 2013, the Administrative Support Manual (ASM) will be revised to state that the Postal Service™ is changing the dollar threshold criteria for capital property. Previously, the minimum cost for an item to qualify as capital was $3,000. Starting in FY14, the dollar threshold for capital property is increased to $10,000. To reflect this change, ASM section 733.312 will be revised accordingly.

733.312 Asset Tracking

[Revise the text of 733.312 to read as follows:]

The Postal Service does not track all supplies and equipment in use due to resource constraints and complexity; however, the following assets are tracked:

a. Capital equipment (personal property assets equal to or over $10,000). Capital assets are tracked in the Property and Equipment Accounting System (PEAS). PEAS procedures and guidelines can be found in Handbooks AS-701, Material Management; and F-8, General Classification of Accounts.

b. Maintenance tools and parts are tracked using the electronic Maintenance Activity Reporting and Scheduling (eMARS) system. eMARS procedures and guidelines can be found in Handbooks AS-701 and MS-63, Maintenanve Operations Support.

c. Vehicle Maintenance Facility (VMF) parts are tracked in the Solution for Enterprise Asset Management (SEAM).

d. Serviceable assets that are excess to local needs are tracked in the Excess Item Catalog in eBuy2.

e. Other assets regardless of cost that are determined by management to be sensitive and vulnerable to theft or loss.
