Stamp Announcement 14-5: Shirley Chisholm Stamp

On January 31, 2014, in Brooklyn, New York, at the Brooklyn Burrough Hall, the U.S. Postal Service® will issue the Shirley Chisholm commemorative First-Class Mail® stamp (Forever® priced at 49 cents) in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 471600).

The stamp will go on sale nationwide January 31, 2014.

The U.S. Postal Service honors Shirley Chisholm (1924-2005), the first black woman ever elected to Congress, with the 37th stamp in its Black Heritage series. An outspoken politician who shattered barriers of race and gender in the 1960s and 1970s, Chisholm ran for president in 1972, becoming the first African American and only the second woman to seek the nomination of a major political party. Art director Ethel Kessler designed the stamp using a painting of Chisholm by artist Robert Shetterly. The portrait is taken from a series of paintings titled “Americans Who Tell the Truth.”

Distribution: Item 471600, Shirley Chisholm Commemorative First-Class Mail (Forever stamp priced at 49 cents) PSA Pane of 20 Stamps

Stamp Distribution Offices (SDOs) and Stamp Distribution Centers (SDCs) will receive their standard automatic distribution quantity for a PSA pane of 20 stamps. Distributions are rounded up to the nearest master carton size of 40,000 stamps.

Initial Supply to Post Offices

SDOs and SDCs will make a subsequent automatic push distribution to Post Offices™ of a quantity to cover approximately 30 days of sales. Distribution quantities for the automatic push distribution will be posted, by finance number and unit ID, on the Asset Management SDC webpage at http://blue.usps.gov/purchase/assetmgnt/am_sdchome.htm. Post Offices may preorder these stamps prior to first-day-of-issue through the eBuy2 SEAM Catalog. However, offices should first check the website noted above to determine the amount they will receive on their automatic push distribution.

Sales Policy

All Post Offices should maintain a sufficient inventory level of this item until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures. Post Offices should not sell the stamp prior to first-day-of-issue.

How to Order the First-Day-of-Issue Postmark

Customers have 60 days to obtain the first-day-of-issue postmark by mail. They may purchase new stamps at their local Post Office, at The Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark up to a quantity of 50. For more than 50, customers have to pay five cents each. All orders must be postmarked by April 2, 2014.

Special Dedication Postmarks

Only the following pictorial postmark is permitted for the Shirley Chisholm stamp. The word “Station” or the abbreviation “STA” is required somewhere in the design, because it will be a temporary station.

Guidelines for Finalizing Shirley Chisholm Stamp Pictorial Postmark Art

To finalize the Shirley Chisholm stamp pictorial postmark art, insert the date, city, state and ZIP Code™ of the physical location of your event adjacent to the stamp image. Overall dimensions of the pictorial postmark must not exceed 4 inches horizontally by 2 inches vertically. Collectors prefer the dimensions 3-1/2 inches by 1.

The Postal Service must make all special postmarks known to collectors through advance publicity in the Postal Bulletin. Therefore, all special dedication cancellations must be reported to Stamp Services four weeks before the events using PS Form 413, Pictorial Postmark Announcement/Report.
