DMM Clarification: USPS Package Intercept Automated Retail Requests — Delayed Implementation

The Postal Service™ provided notice in the Federal Register Docket No. 2013-27728, Volume 78, Number 224 (Wednesday, November 20, 2013) that effective January 26, 2014, the Postal Service will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) section 507.5 to introduce an additional phase of Package Intercept service to automate the retail requests and related payments for Package Intercept service to online at www.usps.com. As a result of the retail online implementation, manual requests would no longer be necessary and PS Form 1509, Sender’s Request for USPS Package Intercept Service, would be retired.

Due to unexpected systems delays, the online implementation is delayed with a new expected implementation date of March 2014. Although the DMM will reflect the updates to the standards for retail Package Intercept as planned, retail customers may continue to request to have their package intercepted and redirected to sender by paying the fee and submitting PS Form 1509 at any retail Post Office™ location until systems implementation is completed. A subsequent Postal Bulletin article will be published at a later date to provide the final implementation date.

This delay does not impact commercial customers who may continue to request to have their package redirected through the Business Customer Gateway at https://gateway.usps.com/bcg/login.htm.
