Effective April 7, 2014, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 707.13.2.0 to clarify carrier route pricing eligibility for pieces in Flat Sequencing System (FSS) bundles and placed in FSS Scheme and Facility Sort sacks under DMM 707.14. The January DMM update indicated that FSS Scheme bundles had to be on pallets. When palletization is not required, however, bundles of carrier route Periodicals flats properly placed in sacks or approved alternate containers (such as flat trays) also qualify as FSS Scheme bundles.
