IMM Revision: Individual Country Listing for Japan

Effective January 7, 2016, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing (ICL) for Japan.

The following ICL revision is a result of a formal request made through the Universal Postal Union (UPU) via Emergency Information System Message (EmIS) 121/2015, dated December 25, 2015. Effective immediately and until further notice, Japan is prohibiting the acceptance — in either air or surface transport — of international postal items containing small vehicles powered by lithium batteries (generally known as “hoverboards” or “gyro boards”). The reason for this policy change is the possibility that these vehicles may use lithium batteries that do not meet UPU regulations.
