It is Postal Service™ policy to comply with all applicable local, state, and federal environmental regulations and to cooperate fully with environmental regulators.
The site installation head must immediately report any visits and site inspections by the Environmental Protection Agency (EPA) or state or local environmental regulatory agency to the appropriate USPS® regional manager, Environmental Compliance and Sustainability, regardless of whether the site visit is announced (pre-scheduled) or unannounced.
In addition, the installation head or his⁄her designee must follow the Postal Service’s “Standard Operating Procedure for Environmental Agency Inspections and Site Visits” to ensure appropriate authorization and facility compliance during environmental agency inspections at postal facilities. A notice of violation (NOV), or similarly entitled notice, such as a warning letter or a notice of non-compliance, can be issued to the Postal Service for failure to comply with an environmental regulation. Notices can be issued from the EPA or a state or local agency, and may occur as the result of a regulator site visit or inspection.
The site installation head or, if applicable, the Facilities Department project manager must notify the appropriate USPS regional manager, Environmental Compliance and Sustainability, within five days of becoming aware of an NOV, or similarly entitled notice. He or she must send an electronic copy of the notice to the respective regional manager within five days of receipt.
Reporting NOVs and similar notices will ensure that timely and necessary response actions are taken and that critical items are referred to the Law Department.
