Effective November 7, 2016, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 705.23.0, Full-Service Automation Option, to clarify the volume required to be eligible for the waiver of fees and for Mail Anywhere.
In the June 9, 2016, Postal Bulletin (22443), the Postal Service revised the DMM to modify the annual permit fee renewal process. In the revision, we stated the annual presort fee may be waived for mailers who provide more than 90 percent of their presort eligible pieces as full-service, rather than more than 90 percent of their full-service eligible pieces. However, subsection 705.23.3.1, Eligibility for Waiver of Annual Fees and Waiver of Deposit of Permit Imprint Mail Restrictions, was not updated to include this change. This revision updates subsection 705.23.3.1 to state that to be eligible for the exceptions listed for the waiver of fees, a mailer must provide more than 90 percent of their presort eligible pieces as full-service.
In addition, we will make a minor revision to subsection 705.23.3.2, Mail Anywhere, to clarify the volume requirement that a mailer must prepare is at least 90 percent of full-service eligible pieces as full-service.
Although this clarification will not be published in the DMM until November 7, 2016, this revision is effective immediately.
