DMM Revision: Domestic Certificates of Mailing Conversion Update

Effective March 16, 2017, the Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), part 503, to extend the conversion date from December 7, 2017, to February 28, 2018, for the following mailers:

n Mailers using USPS-approved PS Form 3877 facsimiles in lieu of PS Form 3665; and

n Mailers using PS Form 3606 facsimiles in lieu of PS Form 3606-D.

This conversion:

n Centralizes USPS® approval of facsimile Certificate of Mailing forms to simplify the current process; and

n Clarifies the standards required for Certificate of Mailing facsimiles to ensure consistency for all users of this service.

Although these revisions will not be published in the DMM until April 3, 2017, the standards are effective immediately.

5.1.7 Privately Printed Forms

***Mailers may use their current USPS-approved privately printed PS Form 3877 firm sheets as a domestic Certificate of Mailing, in lieu of PS Form 3665 until February 28, 2018.

5.2 Other Bulk Quantities — Certificate of Bulk Mailing

5.2.1 Description

[Revise the last sentence of 5.2.1 to read as follows:]

***Mailers may use their current USPS-approved privately printed PS Form 3606 as a domestic Certificate of Bulk Mailing in lieu of PS Form 3606-D until February 28, 2018.
