DMM Revision: Barcode and Optional Endorsement Line Information on Automation Flats

Effective May 1, 2017, the Postal Service will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), sections 708.4.3 and 708.7.1, to clarify barcode and optional endorsement line (OEL) information on automation-priced flat-size pieces.

The DMM states that when automation-priced flat-size pieces contain an OEL, the Intelligent Mail® barcode must contain OEL coding that includes information corresponding to the correct sortation level of each bundle. This revision further clarifies that when automation-priced flat-size pieces bear an Intelligent Mail barcode that contains OEL coding information corresponding to the correct sortation, an OEL is also required on the piece.

Although this clarification will not be published in the DMM until May 1, 2017, this standard is effective immediately.

When flat-size pieces bear an Intelligent Mail barcode (under 708.4.3) for automation-price eligibility, the barcode on a piece that contains an optional endorsement line (OEL) must contain OEL coding (which includes information in Exhibit 7.1.1) that corresponds to the correct sortation level of each bundle. When automation-priced flat-size pieces bear an Intelligent Mail barcode that contains OEL coding information corresponding to the correct sortation, an OEL is also required on the piece.
