IMM Revision: Temporary Suspension of Electronic USPS Delivery Confirmation International Service at Retail for First-Class Package International Service

Effective October 26, 2017, the Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), section 252.2, concerning Electronic USPS Delivery Confirmation® International service (E-USPS DELCON INTL®) as it temporarily suspends E-USPS DELCON INTL service at USPS® retail locations.

The Postal Service suspended E-USPS DELCON INTL service at retail locations effective October 13, 2017; however, the service is still available online. As a result of E–USPS DELCON INTL service being suspended at retail locations, mailers can once again purchase at retail locations the following extra services for First-Class Package International Service® (FCPIS®), subject to individual country prohibitions and restrictions: Registered Mail, Certificate of Mailing, and Return Receipt services. With E-USPS DELCON INTL service suspended at retail locations, Retail Systems Software (RSS) will process FCPIS mailpieces in the same manner in which they were processed before September 22, 2017, which is when E-USPS DELCON INTL service became available at retail locations.

Mailers may pay for Electronic USPS Delivery Confirmation International items by using postage validation imprinter (PVI) labels, postage meter imprint, USPS-approved PC Postage, Click-N-Ship postage, or permit imprint.
