Effective November 23, 2017, the Postal Service™ is revising Chapters 3, 4, and 5 of Handbook AS-353, Guide to Privacy, the Freedom of Information Act, and Records Management, to provide detailed instructions for the following:
n Government information specialists,
n Freedom of Information Act (FOIA) coordinators,
n Records custodians, and
n Any employees tasked with responding to Privacy Act requests and FOIA requests.
We based edits to the procedures in these chapters on the Postal Service’s newly revised privacy regulations (39 CFR 266) and FOIA regulations (39 CFR 265). In addition, a new Addendum serves as a guide for requesters, which provides instructions for individuals on how to submit a Privacy Act request and a FOIA request to the Postal Service.
