Effective January 1, 2018, the Postal Service™ revised Handbook AS-701, Asset Management, to change Semi-Annual Capital Property Reviews to Annual Capital Property Reviews and to update the requirements for certification form submission. Starting in fiscal year (FY) 2018, an Annual Capital Property Certification will begin the first Monday in March and end the Friday of the fourth week, for a period of 4 consecutive weeks.
Return certification forms to the Asset Accountability Service Center by sending a fax copy, a scanned copy, or a hard copy through the mail; we will accept manual and electronic signatures.
The revised Handbook AS-701 is now available on the Postal Service PolicyNet website:
