DMM Revision: Invalid Postage

Effective September 10, 2018, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), by adding section 604.8.4 to address Priority Mail Express® (PME) items bearing invalid postage that have been detected by a Postal Service device, such as Intelligent Mail® Device (IMD), Mobile Point-of-Service, Retail System Software (RSS), or other technology. The Postal Service will affix new Label 424, Invalid Postage Return Label (shown below), to PME items bearing invalid postage and return these items to the sender.

Initial distribution of Label 424 to all retail units will take place by the end of June. To reorder Label 424, use the Material Distribution Center eBuy2 catalog and search under PSN 7690-03-000-0379.

Although the Postal Service will not publish this clarification in the DMM until September 10, 2018, the standard will be effective July 13, 2018, in tandem with RSS and IMD software deployment.

Priority Mail Express items bearing invalid postage detected by a Postal Service device must have a Label 424, Invalid Postage Return Label, affixed and be returned to sender.
