Effective July 19, 2018, the Postal Service is revising Restriction B for mail addressed to or mailed from military and diplomatic Post Office™ facilities overseas. This revision will clarify the definition of known mailers and that certain Priority Mail Express Military® Service (PMEMS) mailpieces need not bear PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form. The revised Restrictions are shown in this edition of the Postal Bulletin in the Pull-Out Information section under “Overseas Military/Diplomatic Mail”.
