Management Instructions

Management Instruction EL-380-2018-2: Adverse Actions

Effective October 11, 2018, the Postal Service™ will issue Management Instruction (MI) EL-380-2018-2, Procedures for Proposed Adverse Actions Against EAS Levels 18 and Above, Technical and Management Pay Bands, and PCES 01 Executives, to replace MI EL-380-2017-7 (formerly posted on the web).

MI EL-380-2018-2 clarifies that the manager, Contract Compliance, is the individual who must approve any charges or penalties requested by the proposing official that differ from the recommendations of the designated legal counsel.

MI EL-380-2018-2 is now available on the Postal Service PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column, under “Essential Links,” click PolicyNet.

n Click Management Instructions.
