Effective January 5, 2019, the Postal Service™ will revise the Employee and Labor Relations Manual (ELM), sections 512.222 and 512.24, to update policy related to the leave computation date.
Employees in the Postal Service Law Department and U.S. Postal Inspection Service will receive credit toward their leave computation date for prior federal service with a “Not to Exceed” (NTE) date. Employees covered by this policy with prior NTE service will accrue annual leave under Table 1, section 512.311, effective January 5, 2019. These adjustments will be prospective in application from January 5, 2019. The Postal Service will not award retroactive annual leave or monetary compensation to employees with career, conditional, and excepted appointments for service before January 5, 2019.
