Effective August 29, 2019, the Postal Service™ is revising the International Country Listing for United Arab Emirates in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to note new observations for mail entering United Arab Emirates, which include the following:
a. Imposing a value-added tax (VAT) on all goods.
b. Requiring the full address, including the addressee’s post office box number, the relevant emirate, and the country name “United Arab Emirates” on all items.
c. Requiring the addressee’s mobile number and email address, if available.
These revisions are based on a formal request that Emirates Post Group made through the Universal Postal Union via International Bureau Circular 123, dated July 15, 2019.

3. As of January 1, 2018, all items containing goods are subject to a value-added tax (VAT) payable by the addressee at the rate of 5 percent of the item’s total value.
4. All mail must include the full address, including the addressee’s post office box number, the relevant emirate (e.g., Dubai), and the country name “United Arab Emirates.”
5. All mail must display the addressee’s mobile telephone number and email address, if available.

Although effective on August 29, 2019, the Postal Service will incorporate these revisions into a later edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
