Effective July 16, 2020, the Postal Service™ is revising the International Country Listing for New Zealand in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add a prohibition on tobacco products.
This revision is based on a formal request that New Zealand Post (the designated postal operator of New Zealand) made through the Universal Postal Union via International Bureau Circular 83, dated June 8, 2020. The circular notes that the effective date of the prohibition is July 1, 2020, even though the effective date of the IMM revision is July 16, 2020 (the date of this Postal Bulletin article).

Manufactured tobacco products, tobacco leaf, and tobacco refuse. Exception: Cigars, cigarillos, and water-pipes intended for use with tobacco products. Note: Although New Zealand also permits chewing tobacco, snuff, and snus, the U.S. Postal Service does not permit these types of products in international mail — see 136.4.
