2021 Domestic Mailing Services Products Price Changes and Seamless Acceptance Incentive

Effective January 24, 2021, the Postal Service™ will implement price adjustments for Domestic Mailing Services products and begin a promotional incentive for Seamless Acceptance.

On November 18, 2020, the Postal Regulatory Commission (PRC) found that the price adjustments proposed by the Postal Service may take effect as planned. Final prices are available under Docket No. R2021-1 (Order No. 5757) at prc.gov. The Notice 123, Price List, will be updated to reflect these changes.

In addition to the price adjustments, the Postal Service will provide an incentive to Electronic Documentation (eDoc) submitters for adopting the Seamless Acceptance program. The eDoc submitters must have a Seamless Customer Registration ID (CRID) and an Enterprise Payment System account.

The incentive includes a discount of $.001 per mailpiece on First-Class Mail®, USPS Marketing Mail®, Periodicals, and Bound Printed Matter mail flats that include the Full-Service Intelligent Mail® barcode (IMb®) option. The incentive will be based on the eDoc submitter’s CRID.

Seamless mailers are defined by their CRID’s status in PostalOne! as “Seamless Acceptance.” Seamless Parallel users do not qualify for the discount.

This incentive program will allow eDoc submitters to receive a Seamless Acceptance incentive for pieces that claim Full-Service prices in the mailing, provided the eDoc submitter has an Enterprise Payment account that is used for the incentive.

Program Criteria

The incentive program includes the following rules and criteria:

n The incentive is available to all eDoc submitters with a Seamless Acceptance CRID and an Enterprise Payment account who enroll in PostalOne!.

n The incentive is applied to the Enterprise Payment account that corresponds with the permit selected during registration to receive the discount.

n A permit that corresponds with an Enterprise Payment trust or ACH (Automated Clearing House) debit account must be selected, in PostalOne!, to receive the incentive. Trust accounts will receive the incentive upon postage statement finalization, and ACH debit accounts will receive the incentive as a daily aggregate.

Incentive Impact

The incentive program’s impact includes:

n Mail.dat Changes: No impact. Use the existing Segment Record’s (.seg) “eDoc Sender CRID” field to identify the CRID of the eDoc submitter.

n Mail.XML Changes: No impact. Use the existing “OpenMailingGroupRequest > MailingGroupData > MailingFacility” field to identify the CRID of the eDoc submitter.

n Postage Statement Changes: No impact. For eligible mailings, the postage may be paid using any authorized payment account.

n Intelligent Mail for Small Business: Mailing Agent CRID (same as Permit Holder CRID) is used as the eDoc submitter CRID.

n Business Mail Entry Unit: Hard-copy Postage Statement entry (only for contingency) — Mailing Agent CRID must be populated on the postage statement.

n Shipping Services File Changes: No impact.

n Indicium Creation Record File: No impact.

n Price Change Type/Product Type: Market Dominant.

The price changes and the incentive program will take effect on January 24, 2021.
