Changes to Pricing for International Mailing Services

Effective January 24, 2021, the Postal Service™ will revise Notice 123, Price List, to reflect changes to prices and fees for the international mailing services noted in this article. The following information is based on Postal Regulatory Commission (PRC) Order No. 5757 issued on November 18, 2020, in Docket No. R2021-1. In that order, the PRC found that price adjustments and product changes included in the Postal Service’s notice may go into effect on January 24, 2021. International Extra Services and Fees

On January 24, 2021, the Postal Service will increase fees for the following market-dominant international extra services:

n Certificate of Mailing service: Fees for certificate of mailing service will increase as follows:


Individual pieces


Individual article (PS Form 3817)


Duplicate copy of PS Form 3817 or PS Form 3665 (per page)


Firm mailing sheet (PS Form 3665), per piece (minimum 3) First-Class Mail International only



Bulk quantities


For first 1,000 pieces (or fraction thereof)


Each additional 1,000 pieces (or fraction thereof)


Duplicate copy of PS Form 3606


n Registered Mail service: The price for international Registered Mail service will increase to $16.30.

n Return Receipt service: The fee for international return receipt service will increase to $4.25.

n Customs Clearance and Delivery Fee: The Customs Clearance and Delivery Fee will increase to $6.65.

n International Business Reply Service (IBRS): the price for IBRS cards will increase to $1.55, and the price for IBRS envelopes, up to 2 ounces, will increase to $2.05.
