Effective March 11, 2021, the Postal Service™ is revising Handbook EL-380, Postal Career Executive Service, subchapter 53 and part 543, to update policy and procedure for detail assignments and awards.
Subchapter 53, “Detail Assignments,” is being revised to reflect updates to the Postal Service awards policy for eligible Postal Career Executive Service (PCES) detail assignments. Although detail assignments are primarily developmental, eligible executive and administrative schedule (EAS) and PCES employees may receive lump-sum payments for each 90-day qualifying period served in the detail assignment for up to 1 year. The revisions clarify eligibility requirements for PCES detail awards and include updated policy terms and limitations.
Additionally, part 543, “Executive Recognition Awards,” is being revised to provide additional information on cash and non-cash awards available to recognize executives for extraordinary individual contributions. These revisions describe each award and provide other details for each award type, including eligibility, award basis, approval authority, and individual award limit.
Both updates will be published in the April 2021 edition of Handbook EL-380. Although the Postal Service will not publish these revisions until April 2021, the standards are effective immediately.
