IMM Revision: Updates to U.S. Sanctions

Effective July 29, 2021, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), section 541.3, to reflect changes in U.S. sanctions to Russia and South Sudan, and is revising sections 524.21b, 526.2e, and 527c and the Individual Country Listing (ICL) for Sudan to reflect changes in U.S. sanctions to Sudan.

The Postal Service is revising IMM 541.3 to reflect the following amendments made by the Directorate of Defense Trade Controls to the International Traffic in Arms Regulations (ITAR):

n Effective February 14, 2018, Russia is subject to a policy of denial for exports of defense articles and services.

n Effective March 18, 2021, South Sudan is subject to a policy of denial for exports of defense-related articles and services.

On October 26, 2020, President Donald J. Trump submitted a report to Congress justifying the rescission of Sudan’s designation as a State Sponsor of Terrorism and certifying that Sudan had not provided any support for acts of international terrorism during the preceding 6-month period and that Sudan had provided assurances that it would not support acts of international terrorism in the future. Accordingly, the secretary of state rescinded this designation effective December 14, 2020, and the Bureau of Industry and Security amended the Export Administration Regulations effective January 14, 2021. These changes also affect the applicability of certain requirements for filing electronic export information with the Census Bureau. The Postal Service is revising Chapter 5 and the ICL for Sudan to reflect these changes.
