DMM Revision: Postage Stamps

Effective August 29, 2021, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), part 604, to update postage stamp prices, include additional information for semipostal stamps, and update other stamp-related information.

The Postal Regulatory Commission recently approved Market Dominant pricing adjustments. Because of these adjustments, section 604.1.0 is being updated to reflect the new prices, which become effective August 29, 2021.

4. The Healing PTSD semipostal stamp (discretionary). The difference between the purchase price and the First-Class single-piece first-ounce letter price in effect at the time of purchase constitutes a contribution to healing Post Traumatic Stress Disorder (PTSD) and cannot be used to pay postage. Funds (net of reasonable USPS costs) from the sale of the Healing PTSD discretionary semipostal stamp are transferred to the U.S. Department of Veterans Affairs.
