Effective October 21, 2021, the Postal Service™ published Management Instruction (MI) PO-130-2021-2, Responding to Matter Nonmailable Under the PACT Act and POSECCA, to provide guidance for field personnel regarding matter made nonmailable under the Prevent All Cigarette Trafficking Act (“PACT Act”) and the Preventing Online Sales of E-Cigarettes to Children Act (“POSECCA”).
Memorandum of Policy (MOP) COO-06-28-2010, Responding to Nonmailable Matter Under the PACT Act, is now obsolete. Refer to MI PO-130-2021-2 for the most recent guidance.
