ELM Revision: Promotion Increase, Position Upgrade, and Supervisory Differential Adjustment for Nonbargaining Unit Employees

Effective March 31, 2022, the Postal Service™ will revise the Employee and Labor Relations Manual (ELM), parts 412 and 413, to modify pay policies and schedules as noted below for nonbargaining unit employees:

n In Exhibit 412.12b, two new position groups will be added for the Supervisory Differential Adjustment Rate: Customer Services and Mailing Services.

n Under Factor #1 in section 413.21a., the minimum promotion increase will rise to 4 percent if the employee’s current salary is less than 10 percent from the maximum of the new grade.

n In section 413.3, the basic salary increase will be modified for position upgrades when an employee’s position is upgraded through the Workload Credit or job evaluation process.

Additionally, the Postal Service will revise section 411.31 for clarity and conciseness and update the name of the organization from Compensation and Benefits to Compensation Programs.

The modifications to parts 412 and 413 are the outcome of the pay consultation process with the National Association of Postal Supervisors (NAPS) and the United Postmasters and Managers of America (UPMA).

Although the Postal Service will not publish these revisions in the ELM until March 31, 2022, the standards are effective immediately.

The chief Human Resources officer (CHRO) is responsible for determining the appropriate nonbargaining unit grade for each position covered by 410. Human Resources’ Compensation Programs unit determines salary ranges using market value research and consultations with the management associations.
