IMM Revision: First-Class Mail International Service

Effective April 21, 2022, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), section 241.217d, to reflect that the nonmachinable surcharge for First-Class Mail International® letters applies to correspondence and nondutiable documents that cause the mailpiece to be uneven.

This revision — removing the reference to pens, pencils, loose keys, or coins as eligible contents for a First-Class Mail International letter — aligns the text with the standards in section 242.1, which lists the content eligibility for items that can be mailed at the First-Class Mail International letter price. Items such as those removed in this revision of 241.217d may be mailed using the other services listed in section 242.2, as long as they are eligible for those services. For further details, review IMM 134, the eligibility sections for the other services, and the individual country listings.
