United States Postal Service® (USPS®) policy requires full compliance with all applicable local, state, and federal environmental regulations, and full cooperation with environmental regulators conducting site inspections.
The site installation head must immediately report visits and site inspections by the U.S. Environmental Protection Agency (EPA), or any state or local environmental regulatory agency, to the appropriate USPS Environmental Implementation regional manager, regardless of whether the site visit is pre-scheduled or unannounced.
In addition, the site installation head, or his or her designee, must follow the guidelines in the Standard Operating Procedure for Environmental Agency Inspections and Site Visits to ensure appropriate support and facility compliance during environmental agency inspections at USPS facilities (see blue.usps.gov/sustainability/environmental/facility-inspection.htm).
A notice of violation (NOV) or similarly entitled notice, such as a warning letter, request for information, request to show cause, or notice of non-compliance, can be issued to USPS for failure to comply with an environmental regulation. NOVs, issued by the EPA or a state or local agency, may occur as the result of a regulatory site visit or inspection.
Contact your respective Environmental Implementation regional manager immediately (and send an electronic copy of the notice) if your site receives an NOV or similarly entitled action, such as a warning letter, notification of non-compliance, or request for compliance documentation.
Report an environmental regulatory agency visit or NOV (or similarly entitled notice) by sending an email to the appropriate USPS Environmental Implementation regional manager, who will assign an Environmental Field Support specialist to assist the site:
n For the Processing facilities and Headquarters facilities located within the Eastern processing region, except the Southwest division and the state of Michigan, and Retail and Delivery facilities located within the Atlantic and portions of the Central (i.e. KY-WV, OH 1, and OH 2) and Southern Areas ( i.e. AL-MS, FL 1, FL 2, GA, PR, SC, and TN), contact Nicholas DeCarlo at nicholas.decarlo@usps.gov.
