The Postal Service™ is discontinuing USPSCA®, a corporate account payment method used for Express Mail Corporate Accounts (EMCA) and Priority Mail Express Manifest Accounts. USPSCAs — also known as United States Postal Service Corporate Accounts — are prefunded by customers to ship documents or packages by Priority Mail Express®.
Effective January 1, 2023, the Postal Service began closing inactive USPSCA accounts and will discontinue the corporate account payment method on July 1 due to rising costs and declining demand.
Customers who use USPSCA are encouraged to switch to an available alternative payment method. Alternative payment methods may include Click-N-Ship® (CNS), USPS Ship, Electronic Verification System (eVS®), ePostage®, PC Postage®, or Meter.
For information on how to migrate, customers should contact their Sales Account/Business Service Network Representative or their local Post Office™, or they can send an email to the Mailing and Shipping Solutions Center at MSSC@usps.gov.
Any account with a positive or negative balance can make payments or request a refund by contacting MSSC@usps.gov:
n Refund requests must include a signed authorization on letterhead, the USPSCA (or EMCA) number, business name, and location.
n Accounts with a negative balance after July 1, 2023, will be sent to Accounts Receivable for collection.
Additionally, some customers shipping packages containing cremated remains or shipping to an Army Post Office/Fleet Post Office/Diplomatic Post Office using a Retail Systems Software (RSS) 4 x 6 label (labels printed at the Post Office counter) were not processed by the EMCA system. This resulted in affected customer accounts not being charged.
In March 2023, USPS will contact impacted customers by mail (and include invoicing dating from October 1, 2021, to the current date).
Customers may continue to use RSS 4 x 6 labels until July 1 and USPS will continue to monitor unprocessed EMCA transactions. Customers will receive a final invoice in July after all USPS Corporate Accounts are permanently closed. We apologize for any inconvenience to our valued USPSCA customers.
