Effective February 2023, the Postal Service™ published Management Instruction (MI) PO-130-2023-1, Responding to Matter Nonmailable Under the PACT Act and POSECCA, to clarify domestic and international handing instructions for nonmailable cigarettes, smokeless tobacco, or electronic nicotine delivery systems for mail processing and delivery personnel.
The guidance in MI PO-130-2023-1 supersedes the previous management instruction, MI PO-130-2021-1.
