The Postal Service revises some handbooks and publications by issuing transmittal letters (TLs). The TL number is the latest revision. For some revisable directives, the TLs have been combined. For example, TL 4–7, 10/99, means that transmittal letters 4 through 7 were combined in the 1999 reprinting.
