Overview

The Postal Service initiated the bypass mail process for the mutual benefit of shippers, air carriers, addressees, and the Postal Service. Bypass mail is defined as bulk Parcel Post® mail that is prepared so as not to require handling in a Postal Service facility. The Postal Service accepts bypass mail shipments only in Anchorage and Fairbanks. Nothing in these procedures should be construed to relieve the shipper of the responsibility of complying with all statutory requirements and Postal Service regulations.
