To participate in the bypass mail process, a shipper must submit a cover letter and bypass mail process application (Attachment A) to the Postal Service authority (based on the point of mail entry) listed below:

It generally takes about 2 weeks for the Postal Service to process an application before an applicant can begin participating in the program.
The Postal Service renews all applications annually during the month of May. A shipper must submit its renewal by May 31.
