Summary of Changes

Permanent Note: On May 1, 2006, the Interim Internal Purchasing Guidelines were replaced by the Postal Service’s Supplying Principles and Practices (SPs and Ps).

Effective September 30, 2016, the following parts and sections of the SPs and Ps have been revised:

2 — Evaluate Sources

  • 2-13.2, Randolph Sheppard’s Act, has been revised to remove the reference to obsoleted Handbook AS-707H, Contracting for Food Services.
  • 2-26.4, Past Performance and Supplier Capability, has been revised to reinstate language requiring contracting officers to check the Postal Service list of suppliers, firms, and individuals from which the Postal Service has declined to accept or consider proposals.
  • 2-31.1, Proposal Evaluation, has been revised to modify the second bulleted reference from “Individual” proposal evaluation to “Comparative” proposal evaluation.
  • 2-41.6.2, Final Decisions on Contract Claims, has been revised to add text stating that the contracting officer should consult assigned counsel before issuing a final decision. Additionally, references to section 7-7.1.17, Contract Disputes Act and 39 CFR 601.109 Contract Claims and Disputes are provided to add clarity.
  • 2-42.1, Report on Contractual Actions Valued at $25 Million or More, has been revised to provide clarity on reporting indefinite-delivery contracts and the delivery orders or task orders placed against them and Ordering Agreements and their orders placed against them that meet the $25 million threshold. The proposed change mandates that contracting officers report (1) the award of an Indefinite-Delivery contract with a total estimated dollar value of $25 million or more, (2) any order against an Indefinite-Delivery contract valued at $25 million or more. Ordering Agreements, because they are not contracts, with an estimated total dollar value of $25 million or more need not be reported, but any order against an Ordering Agreement valued at $25 million or more must be reported.

3 — Select Suppliers

  • 3-2.1, Advance Announcement of Contract Award to Corporate Communications, has been revised to update the titles of the appropriate organizations that receive advance announcements.
  • 3-3, Provide Feedback, multiple sections in 3-3 has been revised to clarify this topic in the interest of supplier relations and consistency with Postal Service Freedom of Information Act (FOIA) practices and to discuss language on the type of business information that should not be disclosed during a supplier debriefing.

7 — General Practices

  • 7-1.4, Contracting Officer Level Qualifications, has been revised to remove the obsoleted Introduction to Facilities R&A Contracting course for Contracting Officer Level I training; reduce the formal training hours for specific courses listing under the Contracting Officer Level II training; and, remove the obsoleted Facilities Contract Administration, Pricing, and Claims course from the Contracting Officer Level II training.
  • 7-7.1.4.1, Requirements, has been revised to remove the reference to obsoleted Handbook AS-707H, Contracting for Food Services.
  • 7-7.1.16.2, Requirements, has been revised to address the new VETS Form 4212 (formerly VETS-100) and provides the updated information to verify suppliers’ annual submission and VETS contact information.
  • 7-7.1.17, Contract Disputes Act, has been revised accordingly to comply with revisions made to 39 CFR regarding required language for final decisions.
  • 7-7.1.17.1, Requirements, has been revised to provide clarity to the required wording of contracting officer final decisions.
